摘要:
党的“十九大”提出以城市群为主体，同时构建各级城市和小城镇协调发展的城镇格局， 推动农业转移人口市民化。《2017 年国务院政府工作报告》指出深化户籍制度改革，实现进城落 户1300 万人以上，加快居住证制度全覆盖，支持中小城市和特色小城镇发展，推动一批具备条件 的县和特大镇有序设市，让城市群充分起到辐射带动作用。而各级政府作为新型城镇化政策制 度的发起者和执行者，在社会治理工作中占据核心位置，其职能履行的好坏直接决定农业人口 市民化进程和新型城镇化建设。
Abstract:
The 19th National Congress of the Communist Party of China proposed to take the urban ag? glomeration as the main body, and at the same time construct the urban pattern of coordinated develop? ment of cities and small towns at all levels to promote the citizenization of the agricultural transfer popu? lation. The government work report of the state council in 2017 points out that deepening the reform of household registration system, to realize more than 13 million people become urban residents, speed up the complete coverage of the residence permit system, support the development of the characteristics of small and medium-sized cities and small towns, promote a batch of qualified county and super-large city town, radiating and driving play give full play to urban agglomerations. And at all levels of govern? ment as a new initiator and practitioner of the urbanization policy system, as a core part in the social governance, the stand or fall of its functions to perform directly determine the agricultural population ur? banization process and the new urbanization construction.
