摘要:

根据国家统计局2011年发布的第六次全国人口普查的主要数据显示，我国60岁以上人口比例持续升高，老龄化进程不断加速。加之我国农村老年人口众多，导致农村养老形势极为严峻。黑龙江省经济发展较为落后，是我国较晚步入老龄化的省份之一。从研究其农村现行养老保障制度入手，结合国内外经验，分析其存在的问题并提出相关的解决对策，这对于我国农村养老保障制度的发展具有现实意义。

Abstract:

According to the National Bureau of Statistics released the sixth national census of the main data in 2011 shows that China's population over 60 years old continued rising, the aging process continues to accelerate. Combined with China's rural population is large,leading to rural pension situation is extremely grim. Heilongjiang Province, the economic development is relatively backward, is one of the provinces into the aging of our country. From the study of its current rural pension system, combining with domestic a nd international experience, and analysing of its problems and put forward relevant solutions, which has significance for the development of China's pen? sion system.
